I'm no Ugandan expert but a close friend of mine is from Uganda, and he says they've been improving slowly but steadily ever since they got rid of their dictator ~20 years ago.

"The photo was taken by Mike Wells during a famine in Karamoja, Uganda in 1980. Mike Wells admitted he felt ashamed to have had taken the photo and that he won when the publication entered him in the competition. He was embarrassed to win as he never entered the competition himself, and was against winning prizes with pictures of people starving to death. Karamoja has the driest climate in Uganda, and the famine of 1980 killed 21% of the population, 60% of them being infants."

Might be a dumb question. But saying this person is alive. Would they have any chance of rehabilitation from this point, or is this a death sentence?
