This is something that is often called article, text or content "spinning". Basically, get a program that swaps out words for synonyms and produce "original" content. It was big about 10-12 years ago for SEO purposes. People would buy articles "spin" them thousands of ways in hopes of fooling Google into thinking they had oodles of original content.
Google got smarter and it went away but now it's making a resurgence among students as means to avoid plagiarism detection software. But as this case shows, it produces comical results because they were never meant to be read by human beings.
Still, was almost undoubtedly a copied essay run through a free spinner application. Results are about what I'd expect.
