I bet the people on the lower level don't like it much either. All the fun of living underneath noisy people, conveniently re-imagined as a restaurant experience!
Wouldn't be surprised if they got food and drink dropped on them as the overloaded waiters try to carry orders up a ladder, too. Terrible idea.
