Crystelle Yvette Baton, 42, was arrested and charged by the Florida Lottery Commission’s securities division for keeping a winning $600 lottery ticket and paying a “customer” only $5 for it. The customer was an undercover agent with the Florida Lottery Commission. David Santiago Miami Herald

This happened in the Canadian province of Ontario a few years ago where a bunch of convenience stores figured out how to scam winners. It didn't end well for the scammers.

In Alberta, they have a screen above the lotto machine that shows your if your ticket is a winner or not. And ANY form of win, even a free play, will make a cha-ching sound with a "woo-hoo!" so you have no doubt that you won something.

Pretty much zero room for stealing or lying to people with that system.

Edit: I should also mention that the screen does show you the amount you've won. I guess is pretty standard across Canada it seems.
