Umm, no. Notice the tense in these quotes:

“We’re trying to develop a new vaccine approach that eliminates the need for vaccination every year. We’re developing a universal influenza vaccine."

They have not made a universal flu vaccine. They are trying to make one. That's why this article is in the Columbus Ledger-Enquirer and not on the front pages of CNN, MSNBC and Fox News.
