I went to L.A. in June years ago for a work meeting. I was amazed that it was so much dirtier than Detroit. Then I realized, the northern cities have an entire season where everything is scrubbed clean with snow, ice, and plow trucks. Of course this scrubbing removes the road surface too, that sucks.

Actually both of these things happen. Snow is magical in nyc on the first day. after that, not so much.

The scene on the left you can definitely see in places like Central Park. On the first day of course.
