That's Paris 15th, on the left you have the Petite Ceinture, a now unused cargo train track.

I really want them to make this building bridge over the track. Then it would be a bridge over a bridge.

I'm more amazed by the one-room wide tiny structure wedged between the bridge and the corner building. I want to own it.
