How do you get to be married (wife stays) and live for 30 years in USA and still be illegal?

As a non-american, this is a head scratcher for me.

Serious question so please don't shoot me for trying to fix my ignorance. Why not become a citizen within those 30 years? If you try to apply do they just deport you and make you start at 0 from outside the country? I honestly don't know a lot about our immigration policies
