That's a Newfoundland dog! Wonderfully sweet Canadian breed.
They were bred to work with the fisherman on the ships. Their fur is water resistant, they're very strong and powerful and as a bonus they have webbed feet and the longest toes of any breed for swimming!
They also sort of swim with their paws down and slightly out to give them better movement in the water. They swim more efficiently in the water to other dogs I have seen:

I get the concept. The dog jumps into the water and the guy being rescued can't resist and comes to pet it.
