It's known as the Bridge to Nowhere and is a popular hiking and bungee jumping spot. The road is East Fork Road which currently ends at the trailhead, it was supposed to connect Azusa with the mountain town of Wrightwood. The flood which caused the damage was the Great Los Angeles Flood of March 1-2, 1938

More exploring potential: on the right side of the bridge in this photo, the road went through a tunnel blasted into a narrow ridge. It’s been carefully sealed on the side facing the bridge, but if you follow the trail to the other side of the ridge and bushwhack off the trail a bit there’s a narrow entrance into what remains of the tunnel (a cavern which opens up once inside).
