My experience was exactly the same. Apparently it's cloudy up there like that almost every single day.
It sorta added to the experience though. I was standing right beneath the statue and you couldn't see it at all for minutes and then a very brief break in the clouds would pass over the the statue would emerge from the fog for a few moments and disappear again.
The climb up was a killer for a smoker with a hangover though, but definately worth it.

Sucks that you went there on a cloudy day.
When I visited it, the weather was hot as hell and the stairs made me exhausted, but i got some nice pics
The view of the city behind the statue is astonishing, sadly it often goes unnoticed.
