I'm not too familiar with the state of democracy in Russia. Is it actually possible for Putin to lose a vote at this point?

I know there are frequently accusations that the "opposition" is working with Putin to create an illusion of democracy, is it possible that Navalny himself is just a decoy to flush out those who are disloyal to Putin?
