To answer some popular questions:
The vehicle was a late model Toyta Truck The stickers went back to late 70s but I don't know if they were sequential. I did remove them all before putting the new one on, I didn't want her to loose her new decal.

In VA you can transfer plates from car to car but you have to renew the registration every 1 or 2 years and they give you a decal to apply to the plate.
A lot of people like this because they have personalized plates (VA actually has the most of any state - fun fact).
I did indeed remove the old ones as I was afraid it would fall off and she would have to pay the DMV again for new decals.

holy god! in my state that would never happen(the more than 7 decals). they make you get a new plate after 7 years
