When I was a kid it was common to see children's in people car waiting for their parents shopping or doing stuff. We would not open to strangers like we were told and that is it. That poor woman probably had no choice and though this was the better of all solutions she had.

A Grand Jury ended up returning a no bill for the food court mom.
Edit: A friend of mine I went to law school with knows her and says she ended up getting the job and has been extremely happy ever since.
