Also don't forget, we did have net neutrality rules in place prior to 2015. The change was due to the fact that the courts stated the FCC couldn't enforce those rules since ISPs were title I. This happened in a court case versus Verizon because they were battling the FCC's enforcement that they had already put in place.
The Judges even went so far as to put in "hey, if you make them title II this would be okay". So the FCC did just that in order to enforce the rules they already had in place.

The internet grew up on phone lines - a highly regulated public utility where data transmitted on those lines was not allowed to be manipulated and any company and provider that wanted to compete on those lines could.
Imagine if we treated broadband and fiber lines the same as we treat telephone lines.
