I used to work retail and people would use strollers to steal all the time. We were trained to ask the parent about the baby. If they hesitated in their answers, there was no baby and they were 100% there to steal. If there was a baby, they had only like 50% chance of trying to steal.
Edit: 100% going to steal was a bit of a stretch. But if they were being sketchy in other ways too it was a good indicator to keep an eye out.
