I tried to bring a 6ft piece of timber onto a bus once and the driver apologised profusely but explained he couldn't allow it on. If he got caught he'd get a disciplinary for violating passenger safety policy.
If you get a driver that does let you on then they're either ignorant of the policies or willing to risk their job so you can get to where you're going.
