I don't think this one is crappy design. It's a illustration style choice, and it's not wrong. There are plenty of people that mess with proportion and form in cartoons.
Does this illustration do its job? Yes. Does it help define a certain illustration style? Looks like it. Is it communicating something incorrectly? I don't really think so in this case.
Crappy design isn't crappy because we don't like it. It's crappy because it doesn't communicate effectively at all, or doesn't serve the purpose it was originally intended.
