When I had the ios11 beta this this would go off all the time, driving or not. Completely redundant, if im driving just turn it off and don’t tell me. Then I’ll just think no one wants to talk to me.

I’ve never had this actually buzz or otherwise make any noise. In my experience it just sits silently on the lock screen, and you don’t even know it’s there until you go to unlock it (hopefully once you’ve parked or are a passenger and not while driving).
As you are reading that notification: "You are breaking the law. The local police has been informed. Please pull over and patiently wait for a uniformed officer."
