To anyone wondering how it's done: I put acrylic paint on a palette and dipped a credit card in it, there are a couple of effects you can get with this method; when you 'swipe' down with the card horizontally you get awesome looking thick streaks, if you press hard, bend the card slightly and push it down you get some of those crazy cool horizontal lines that look 'glitched out' and I also just used a corner of the card with some paint on it for any other strokes. It's a little bit hard to explain but hopefully this helps you sort of visualise it.
