The fact that the sunset is exactly West (and not slightly to the South) on the evening map the latitude would need to be somewhere in the tropics.

Cuba uses NEMA plugs and has land in the tropics. Perhaps this is the remnants of a Russian installation left over from the Cuban missile crisis. Now, it's obvious that this is clearly Soviet architecture (specifically noting the swimming pool or the bus station or the shops from Pripyat). But that would be the part of the replica that would be done carefully. It's the little mistakes like the NEMA plug and the sunset that give away WE ARE NOT IN RUSSIA! We've been tricked. We don't know where they dropped us, but only the survivor gets to come back and tell everyone.

Here's a list of countries with NEMA connectors with land in the tropics:

American Samoa Anguilla Antigua & Barbuda Aruba Belize British Virgin Islands Cayman Islands Costa Rica Puerto Rico Dominican Republic Ecuador El Salvador Guam Guatemala Guyana Haiti Honduras Jamaica Liberia Mariana Islands Marshall Islands Mexico Micronesia Montserrat Nicaragua Palau Panama Peru Philippines Puerto Rico Trinidad & Tobago Turks & Caicos Islands US Virgin Islands Wake Island

Bolivia is landlocked, so even though it's in the tropics and uses NEMA you wouldn't be able to build an island on it.
