The pilots were intentionally being loud to disrupt his speech (political disagreements). There was an interesting exhibit of Kennedy Photos at the National Portrait Gallery in Washington DC that had this one with an explanation.

Between pictures like this and pictures of LBJ intimidating the hell out of whoever got in his way dubbed "The Johnson Treatment", makes me glad I'll never get on his bad side
