It's a battle royale planet, Morty. Like that uuuuurp movie Battle Royale. I've been to a few planets with the same gimmick. The government keeps the people uuuuurrppressed by randomly choosing a bunch of them and making them kill each other for sport. Sometimes it's called the culling, or the hunger games. This one world just called it king of the kill.
