I might be misunderstanding this, but I don't see how "if you don't finish, someone else will" is supposed to be motivating. To me it means "you are replaceable and it doesn't matter if you ultimately accomplish nothing. Somebody else will do it."

Giving up can be a perfectly good option. Sunk cost fallacy, not throwing good money after bad, better to live to fight another day, etc.
Sometimes giving up can mean cutting your losses and freeing up resources to focus on other more worthwhile endeavors.
