As someone who has worked on and around cell towers for many years, I can tell you that the weird shit you find back in some of these remote locations is not limited to this. I think I stumbled upon an entire list civilization in West Virginia once.
Looking at the picture more closely, you can tell that it's an animated horror prop. I'm guessing from a carnival ride or haunted house based on the design of the back frame. You can see hydraulic arms at the rear of the frame that could be used to tilt the body and head forward, and another at the head that probably opened and closed the mouth. Looks like there were pulleys on the top part of the frame that may have lifted the arms or even flapped wings of some sort, that have since rotted away. Pretty cool find, but yeah, would be a little creepy to stumble across unexpectedly in the middle of no where.
