It's come up before and the conclusion is that this pic is legit, or at least that it was never proven to be manipulated. It's backed by Getty and the AFP: http://www.gettyimages.co.uk/detail/news-photo/fire-breather-performs-in-chinatown-in-manila-a-day-before-news-photo/137515594 If it were photoshopped, that guy would get blacklisted everywhere as a freelancer and have all of his work removed from Getty. When this photo was taken, the photographer already had 4000+ photos accepted by the AFP and available for license from Getty. It would be an extremely stupid move to jeopardize that source of income just to make one picture look better. I took this in Hawaii a couple years ago. Not as defined, but it looks like a fox right above his head... a fire fox.
