Easy. Blind people just need to have a non-blind person with them at all times. This way the non-blind person can read to them, "Bottom two dots, top dot, space, bottom two dots, top two dots, space, top dot, space, middle dot, top dot, space, all dots, middle dot, big space..."

This is most likely a temporary sign until the permanent one is made. These type of ADA signs can take a week or more to produce and often a temporary print, showing the braille will go up in its place until the permanent arrives.
