Ok I found a video here that is the speech were she makes the comments. It is at the Just for Laughs Gala in Montreal in July 2016. There are no videos on the Just for Laughs website or youtube channel of this. The only other video from this speech I could find is this one.
Edit: It looks like this was a Just For Laughs: All Access episode and they only played in on January 21st 2017 as a tribute then took it down from everywhere else. That was Season 5 Episode 1
