Back in the '80s there was a guy near me who did something similar but used a side car and he rode in the sidecar. Quite startling to see a passenger in the sidecar with no one on the motorcycle.
I dont know that "he" built it. I work at a hospital and we have various versions of these parked in the handicap spots near the front doors pretty often in the summer. They are pretty popular around here. I've even seen an e-bike version recently.
