I live in Austin which is a "hands free" city so this means not being on your phone at all while the vehicle is not in park off the main road. The APD did a "sting" at an intersection downtown and in an 8 hour period they wrote something like 100 citations most being for the hands free rule and a few seatbelt violations. They also ride around on the city bus to catch people since they can see down into their car. Bottom line, it doesn't matter the law, people will continue to use their phone while driving.
