Unless the landscape is superimposed, I'd say that's more than 28 minutes.

Edit- I looked up the numbers. The full moon viewed from Earth is about 1⁄2 degree, or 30 arc minutes (or 1800 arc-seconds). The Moon's motion across the sky can be measured in angular size: approximately 15 degrees every hour, or 15 arc-seconds per second. So I'd say the moon in the photo is about 28 minutes as claimed as it is approximately 14 times the width of the moon as measured in apparent distance traveled. Also makes sense that the zoom would account for the travel against the landscape. Interesting photo. Ramadan Mubarak!
