The important thing here is that people don't always know you're struggling. You see someone broken down, maybe they're just making a call? Maybe they just needed to pull over for a moment, maybe they just want to be left alone.
You see someone pushing, someone struggling, you know they could use a hand, so there's no awkwardness in stopping to help them.
Take the first few steps and you might be surprised who comes along to help.

I just helped a guy jump start his car today. It feels great to offer help.
