Too timid to say excuse me, I guess. I don't think those kids would argue about giving up their seats.
Plus, how do they know she's elderly? She's standing there with her back to them taking creepy pictures of strangers on a bus--they probably think she's an underclassman with a terrible dye job.
At least around here those seats are meant for disabled people, not elderly people. If you're old and can get around fine you better move your ass for the guy in the wheelchair or lady with a guide dog.

Young people can have disabilities (or pregnancies), some of which are not immediately obvious at first glance.
Middle-aged to elderly is a difficult distinction - Wouldn't wanna offend someone!
How does one go about offering a seat to a person with headphones in looking in the opposite direction??
