I'd assume that in development, they started with a few concrete scenes (like the master sword area) then greatly expanded the world (especially the stuff in between the scenes).
I feel like this is something nobody on the development team knew about except that one guy who, upon seeing this, will feel a level of validation damn near unprecedented.
