As late as 1922? In the 1850's, Nadar was photographing Paris from hot-air balloons. There are aerial photographs of the Pyramids from around 1900. I'm surprised that the idea didn't reach New York until the 20's.

This is definitely not from 1922. If it was, the Woolworth Building would be clearly visible towering over the rest of the skyline.
