Odd buggers that they were, the British didn't have a system of conscription until WWI. Instead, they employed the Impress service to force British seafaring men on the street to join the naves. This caused a bit of iram when American sailors found themselves being pressed because, naturally, they were still British citizens in the eyes of the crown. So they declared some war everybody forgets about, I don't remember.
