I've seen lots of gates locked like this, mostly for access roads. All different types of utility companies need a way in so they each have their own lock.

It's pretty common to see lock chains on industrial sites where several different companies need access. You close a gate with a chain, and then just insert padlocks in place of chain links, so any one lock opens the whole thing.

It is, in effect, a mechanical OR gate. There are also mechanical AND gates, where you have to remove all the locks before the thing will open. Those are typically used to lock out electrical circuits when people are working on them.
