Surprised the higher numbers aren't in northeastern states that experience snow and ice.

If I had to guess, I'd say these probably correlate with average distance driven per year or something similar.

Having lived in Wyoming/Montana my whole life this matches what we have been told. Driver fatigue from long distance driving gets a lot of people the coupled with the fact you might not be found for hours doesn't help. Also drunk driving heard countless people say they were only driving down dirt roads which is still bad but your less likely to be found.
