This is what is referred to as "Girdling". Trees and other plants that are left in the pot for too long and not transplanted to a larger pot or the ground can have this occur where the tree literally strangles itself, depriving itself of water. This can also occur even if you put it in the ground without gently pulling the root ball apart before planting.
