This is Lorenzo de Medici, who was an extremely powerful banking and political leader during the Renaissance historical period. He too was a bit of a tyrant. What's interesting is although there's more than just a passing resemblance to Farquaad, the wiki article cites other sources for possible inspiration of the character's appearance:

There is some speculation that Lord Farquaad's appearance may be inspired by Michael Eisner, the then–CEO of The Walt Disney Company, owing to producer Jeffrey Katzenberg's animosity toward his former employer. Others note a resemblance to Richard III of England. Other speculations include that his appearance is based off a conglomeration of perfectionists/megalomaniacs, such as Napoleon, Joseph Stalin, Hideki Tojo and even Adolf Hitler.
