I can't read the language, but I can shed a little insight based on the photo. That photo is not of a hive, but a bee hotel or condo. It is not for honey bees, which create a hive with one queen and many sterile workers. It is for native, solitary bees that would normally nest in hollow twigs or stems. Unlike honey bees, each solitary bee creates her own nest and has her own offspring, so 1,500 potential nests is actually pretty substantial. There are around 20,000 species of bees in the world besides honey bees, and many of these species are also in trouble. It's nice to see some of these bees getting some attention, too!

EDIT Basically what it says is that approx. 1500 bees have "moved in" to their new human-built "hotel" today in pretty much the middle of 800k people large city. They also prepared a meadow/grassland for the bees, where they planted over 80 kinds of flowers (incl. daisies and poppies) Save the bees, people!
