Poorly executed and using too big of a driver for the area... but fiberglass kick panels similar to this are pretty common on high end car audio setups.

Usually they are more out of the way... but judging by the speaker wires hanging out of the dash and the nails in the carpet, I doubt this is the cleanest/most thought out install.

Kick pods are a pretty common thing in car audio for better staging and imaging (you want to have the R&L speakers as equidistant from your head/ears as possible, which door or dash speakers don't do well). I have had custom kick pods/panels in a couple of cars, and while you do have to be aware of them, once you put the speaker grilles on (which this guy hasn't yet) the risk to the speakers is pretty low...
