Putin Urges Russian Society to Embrace Ukraine War as Casualties Reach 1.4 Million — UNITED24 Media

Russian leader Vladimir Putin called for Russian society to be “imbued” with the importance of the war against Ukraine, presenting public commitment to the war as a national priority, according to The Moscow Times on July 27.

Putin made the remarks on July 26 during a meeting with Navy servicemen at the Admiralty in St. Petersburg, marking Russia’s Navy Day.

The outlet reported that he had canceled the traditional naval parade, expected to involve around 200 warships, over fears of a Ukrainian strike.

Russia must “imbue the consciousness of our society… with the importance of the cause” the servicemen serve, Putin said, according to The Moscow Times. He told the sailors they served the homeland and that nothing could be more important.

The Moscow Times reported that Putin said the war would end “sooner or later” but insisted that the sense of unity forged during the fighting should be preserved afterward.

Putin repeated his longstanding claim that Russia had not started the war and had merely responded to hostilities conducted by Kyiv with Western backing.

He claimed Russian forces were now restoring what he portrayed as the region’s historical alignment with Russia.

Independent estimates and polling present a less favorable picture than Putin’s portrayal of the war.

The Moscow Times cited the Washington-based Center for Strategic and International Studies, which estimated that Russian forces had suffered 1.4 million casualties by June 2026, including 450,000 killed.

The outlet also cited a Levada Center survey in which 64% of respondents favored peace negotiations, while 29% supported continuing the war.

Putin’s appeal comes as the Kremlin continues efforts to strengthen public support for the invasion. On July 13, he ⁠endorsed a proposed television show about drone warfare, praising efforts to popularize the war among Russian audiences.

The messaging campaign also coincides with mounting recruitment challenges. Earlier this month, Ukrainian intelligence reported that Russia’s pace of contract enlistment was ⁠falling behind the Kremlin’s targets, despite expanded incentives and continued recruitment efforts.

Public anxiety over another mobilization wave has also affected behavior inside Russia. Demand among Russians for property abroad ⁠rose by 20% during the first half of 2026, with analysts linking the increase partly to fears of renewed conscription.
