Also, it seems like covering people's mouth is normal, which would presumably be necessary to prevent aspiration pneumonia.

This is a slightly extreme version of it. Normally you just get the cinnamon thrown at or poured onto you.
However, he was doused in water beforehand so it sticks better, which is pretty normal.
Also, we're not monsters: we do give the cinnamonee a breathing mask.
