Context: I was crossing an intersection as the woman with the sign was blowing bubbles and interacting with cars driving past that were cheering her on. Two officers approached her on their Segways and one pointed towards what I thought was her sign, and I thought he was going to grief her, but instead she handed him the bubble gun and he, too, got in on the fun. So I decided to capture the moment with a picture.
