Russian Men Reportedly Seized in Penza as Conscription Raids Hit the Streets

Russian authorities have launched mass round-ups of men in the city of Penza, detaining draft-eligible residents and reportedly pressing them to sign military contracts, according to Meduza on June 19.

The accounts came from subscribers to the Telegram channels Govorit NeMoskva and Idite Lesom, who described checkpoints manned by traffic police, masked men, and military enlistment officers.

One resident described officers focusing on men who had once received a summons but never reported to an enlistment office. "They were checking military registration and looking for draft evaders," he stated, adding that he had not personally witnessed any detentions.

Another account described mounting panic, with residents phoning one another to keep male relatives off the streets. Local media stayed silent on the round-ups, those accounts noted.

A Penza resident told Idite Lesom that authorities were "nabbing absolutely everyone, stopping cars and public transport." She added that detained men were being taken away to sign military contracts.

The Penza regional government denied that mass round-ups were taking place, as reported by the local outlet Stolitsa 58. "Information about large-scale checks in the city is not being confirmed," a government source stated, adding that units are said to be operating normally and that residents are urged to stay calm.

The same official, however, attributed the assurance to contacts close to the security services.

The Penza raids come amid intensifying speculation that Russia is preparing a fresh wave of mobilization. Heavy losses and a stalled offensive have fueled reports in Moscow that a large-scale call-up could be ordered later this year. That pressure has already filtered down to enlistment offices.

Earlier in 2026, men summoned to update their records found mobilization orders pasted into their military IDs or were pressed into signing contracts. In April, occupation authorities in the Donetsk and Luhansk regions revoked study deferments and sent full-time students directly to military training.
