People from New York already had 30 years to learn that they hated this moronic douchebag. It's amazing that people from the rest of the country largely couldn't figure it out, because in NYC, we know he's completely horrible.
This is NOT an attorney. This is a petition preparer. I have no experience with this one, but they run the gamut from those that provide a legitimate service to absolute scum who take advantage of people in foreclosure.
I have seen numerous instances where they will demand the person trying to stop the foreclosure deed the property into their name "so they can fight it". In the worst cases, these people will pay $5k to save the home, deed the property to the "preservation specialist" or whatever they chose to call themselves and then that person will put in tenants and collect every penny of rent they can while repeatedly filing BK to stop the foreclosure.
Occasionally Bankruptcy judges (when they even find our about it) will refer the cases to the UST for investigation, but since the actual debtor rarely shows up to court it can be hard to piece things together.
As an aside, if you ever need bankruptcy, talk to an attorney. I clerked for a BK judge who said the number of pro se chapter 13 debtors he had ever had who got through the full process and got a discharge could be counted on his fingers. It costs a lot more than this, but it can accomplish really great things
