Its about safety features. Fast moving and falling rides at amusement parks like drop towers and rollercoasters use basically rhe same kinds of emergency breaks and catches, etc, as elevators. Basically nothing else on earth uses those mechanisms because "falling super fast with people in the device" is pretty rare. Most other places this occurs is in are modes of transport and not fixed structures.This office's job is to inspect safety measures and issue certificates approving them for occupancy.
Also, damn, none of you ever been on the Tower of Terror?! Its a literal elevator amusement ride!
