I took this photo outside Portland’s U.S. Immigration and Customs Enforcement facility yesterday. Roughly 1,000 people ended up there after marching from City Hall. After about three hours of chanting, federal agents moved out and deployed munitions. It was the second day in a row munitions were used on the crowd. A federal judge is set to rule Tuesday on limits for tear gas, flash-bangs and pepper spray in Oregon.
