A 37-year-old woman who was shot by a U.S. Immigration and Customs Enforcement agent on Wednesday morning has died, according to several officials. She was identified by the City Council as Renee Nicole Good.
Late Wednesday night, Council Member Jason Chavez posted a GoFundMe for the victim’s family, which includes her son and wife.
The encounter happened around 9:40 a.m. near the intersection of 34th Street and Portland Avenue in south Minneapolis.
In a statement, Assistant DHS Secretary Tricia McLaughlin said “rioters” blocked U.S. Immigration and Customs Enforcement with a car and allegedly tried to run them over, something she called “an act of domestic terrorism.”
That’s when an ICE officer opened fire and killed the woman.
Several videos shared with 5 EYEWITNESS NEWS call into question the federal government’s narrative that the driver tried to strike agents.
The videos show a red SUV blocking the path of ICE vehicles on Portland Avenue. Masked agents get out of their car and approach the SUV. One positions himself near the front of the SUV, and another goes to the driver’s side, yanking the door handle and reaching inside the open window. The car reverses a few feet before shifting into drive, steering away from the agent in front who ultimately fires three shots into the car.
One angle of the incident shows several feet of separation between the SUV and the ICE agent who DHS alleges was acting in self-defense. No ICE agents appeared to be hit and all were standing at all times.
The shooting drew a large crowd of protesters and law enforcement to the area of Portland Avenue and 34th Street in the city’s Central neighborhood community.
5 EYEWITNESS NEWS reporters on the scene saw an area blocked off with a large number of U.S. Immigration and Customs Enforcement agents at the intersection. Chopper footage captured an SUV appearing to be carrying federal agents deploying chemical irritants as it tried to escape through an alley.
Several city officials and MPD officers were seen at the scene.
City Council Vice President Jamal Osman told KSTP that a civilian woman was shot while inside a vehicle, and Gov. Tim Walz held a news conference in the afternoon to address the incident.
In a news release Wednesday afternoon, Walz confirmed that he is readying the Minnesota National Guard and state resources in case they need to help local law enforcement. The State Emergency Operations Center was also activated.
Minneapolis Mayor Jacob Frey said the ICE agents are causing “chaos” in the city and demanded that they leave immediately.
“We stand rock solid with our immigrant and refugee communities,” he said.

U.S. Sen. Tina Smith also called for ICE to leave the state “for everyone’s safety.”

The Hennepin County Sheriff’s Office has stated it wasn’t involved in the incident but is sending deputies to assist investigators as needed.
Hennepin County Attorney Mary Moriarty said her office is “pushing hard” for state and local investigators to review the incident.
“We will use every available lever to ensure a local, transparent investigation takes place,” Moriarty said.
The FBI and the Minnesota Bureau of Criminal Apprehension are each investigating the shooting.
Thousands gather for vigil in Minneapolis
Thousands gathered at the intersection of 34th Street and Portland Avenue on Wednesday night.
A memorial with flowers, candles and signs depicting butterflies could be seen at the vigil.
Most of the people there never met Good in their lives.
“That doesn’t matter,” Vanessa Lawrow said about not knowing her, “People did know Renee, and people loved her, and she’s important, and she’s gone.”
Now, the community people say Good died protecting says they’re just getting started and will continue to protest the federal law enforcement’s presence.
“Renee took a bullet and died because she loved her neighbors,” Jaylani Hussein, of CAIR-MN, said, “And the question that she left for all of us is ‘what are we going to do?'”

A witness to Wednesday’s shooting in south Minneapolis told MPR News that she saw a federal agent shoot a woman several times.
Emily Heller lives near 33rd and Portland and said she woke up to a commotion outside her home. She said she saw a car blocking traffic on Portland Avenue that appeared to be part of a protest against federal law enforcement operations.
Heller said she heard ICE agents telling the driver, a woman, to “get out of here.”
“She was trying to turn around, and the ICE agent was in front of her car, and he pulled out a gun and put it right in — like, his midriff was on her bumper — and he reached across the hood of the car and shot her in the face like three, four times,” Heller said.
Heller said it appeared the woman then accelerated and traveled about 100 feet before striking a utility pole and some other vehicles. She could be seen slumped over inside her car.
